KPK Probes Alleged Project Fees at DJKA During Ex-Ministry of Transportation Director's Examination

Tangsellife.com - The Corruption Eradication Commission (KPK) continues to develop the investigation into the alleged corruption case of railway construction and maintenance projects within the Directorate General of Railways (DJKA) of the Ministry of Transportation (Kemenhub).

In the latest investigation process, the KPK questioned the former Director of Railway Traffic and Transportation and former Director of Road Transportation Facilities of the Ministry of Transportation, Danto Restyawan, as a witness on Thursday, June 25, 2026.

The examination was focused on exploring the alleged practice of collecting fees or rewards from a number of projects within DJKA.

KPK Investigates Alleged Project Fee Collection

KPK Spokesperson, Budi Prasetyo, stated that investigators are seeking the witness's knowledge regarding the mechanism of fee collection, which is suspected to originate from various projects at DJKA.

"The witness was present. Investigators are exploring the witness's knowledge regarding the alleged collection of project fees," Budi told reporters in Jakarta on Friday (26/6/2026).

According to the KPK, this allegation is part of the investigation into the bribery case for railway construction and maintenance projects that has been ongoing since 2023.

Alleged Tender Winner Manipulation

The KPK suspects that a number of projects within DJKA have been manipulated since the procurement process to ensure they are won by specific parties.

In practice, project fees are allegedly collected after the work is secured and then distributed through several intermediaries.

"There was a collection carried out at DJKA, then distributed through intermediaries and so on," said Budi.

The flow of funds is not only suspected to stop within DJKA but also to flow to several other parties.

Funds Allegedly Flow to Officials and DPR Members

The KPK revealed that preliminary investigation results indicate that project fees were not only received by officials within DJKA.

The funds are also suspected to have flowed to Ministry of Transportation officials outside of DJKA, as well as to members of the Indonesian House of Representatives (DPR RI).

"Even in this DJKA case, there is also a suspect from the DPR RI, such as Mr. SDW (Sudewo), whose case is currently in trial," said Budi.

Originating from an Arrest in 2023

This alleged railway project corruption case began with a KPK sting operation (OTT) at the Central Java I Railway Technical Center on April 11, 2023.

In its development, the KPK has continued to expand its investigation into railway projects in various regions.

As of January 20, 2026, the anti-graft agency has named 21 suspects, including former member of Commission V of the DPR RI for the 2019–2024 period, Sudewo. In addition, two companies have also been named as corporate suspects.

Several Projects Under KPK Investigation

The cases being investigated by the KPK include a number of strategic railway projects in various regions of Indonesia, including:

  • Double-track railway project Solo Balapan–Kadipiro–Kalioso.
  • Railway construction project in Makassar.
  • Four railway construction projects in Lampegan, Cianjur.
  • Two supervision projects in Lampegan.
  • Level crossing repair project on Java and Sumatra islands.

The KPK suspects that the procurement process in these projects has been engineered from the administrative stage to the determination of tender winners, thus creating opportunities for bribery and project fee collection practices.
